[LDM #LVZ-644152]: LDM install with noaaport option

Vivian,

The stand-alone NOAAPORT package is deprecated and should not be used. Instead, 
the option "--with-noaaport" should be given to the configure(1) script of the 
LDM package.

Please start from scratch, following the instructions carefully and, if you 
encounter problems, send us the relevant files from the following list: 
"configure.log", "config.log", and "make.log".
