[LDM #OWC-960244]: pqing stripping byte

According to WMO Manual 386 <http://www.nws.noaa.gov/tg/head.php>, WMO 
bulletins start with the character sequence "SOH CR CR LF" (which is the hex 
byte sequence 01 0D 0D 0A). Note that ESC (hex byte 1B) isn't in that sequence; 
consequently, the pqing(1) utility removes that byte.
