[LDM #BGQ-456705]: Problem receiving WSI radar composites

It looks like you've found a bug in LDM 6.11.3 dealing with data-products that 
arrive out-of-the-blue via the HIYA protocol.

This will be fixed in LDM 6.11.4. Thanks for reporting it.
