[LDM #QXW-531671]: LDM scour failed; backup requests fail

Hmm... I don't know the program scourBYnumber(1). It appears to be a 
shell-script that has a problem on line 1.

The log message means that the LDM on Idd denied the request. If the LDM on Idd 
is version 6.11.0, 6.11.1, or 6.11.2, then the denial is because there's 
already an upstream LDM process on Idd that's supplying the data in the request 
or that Weather2 isn't allowed the requested data.

If the denial is due to the first possibility , then upgrading the LDM on Idd 
to 6.11.3 should eliminate the log message (LDM 6.11.3 is smarter than the 
other 6.11-s).
