[LDM #VMN-757282]: LDM Denying Connections

How long do you give the upstream LDM before restarting it? The entry for a 
downstream LDM should be purged from the upstream LDM's database within one 
minute. After that, the upstream LDM should allow a reconnection by the NEW 
downstream LDM.

Please let me know if this isn't the case.
