It's likely that the downstream site had overlapping REQUEST entries to the same upstream LDM. The new database feature will reject a request that overlaps with an existing one. Such requests are not only inefficient (in terms of resource utilization) but also potentially dangerous as they can lead to conflicting redundant processing of data-products and denial-of-service attacks.
