[LDM #BET-183387]: Question about reload ldmd.conf

If your LDM is shutdown before a product has finished transferring
(for instance if the power went out, etc.), the product would be resent
when the LDM is brought back up.  If you shutdown your LDM using
'ldmadmin stop', then it will not stop until a transfer that is
in progress finishes.  In this case, the product will be in your
LDM queue, but the 'pqact' instance that is setup to process the
product might not run on the product before you shutdown your
LDM.
