Stacey,

One thing I just thought of: the problem could be your decoder. The pqact(1) 
process that pipes the radar data-products to the decoder will wait while the 
decoder reads the data from the pipe. If the decoder takes its time reading the 
data from the pipe, then the pqact(1) process will get further and further 
behind.
