[NOAAPORT #TMS-952954]: ldm questions

The log file for the upstream LDM on Noaapnew contains many entries like this:

> Jan 12 12:23:14 noaapnew noaapxcd(feed)[4444] NOTE: feed or notify failure; 
> HEREIS: RPC: Unable to send; errno = Broken pipe 

This indicates that the upstream LDM on Noaapnew timed-out on sending a message 
to the downstream LDM on Noaapxcd. This is consistent with a problem with the 
network.
