[NOAAPORT #LVC-915637]: make of noaaport-1.7.1 failed

Ah! Yes, all the subdirectories of the LDM user's home directory that are 
version-specific (e.g., "bin", "lib") should be symbolic links to the 
corresponding subdirectory of the "runtime" symbolic link.
