[Support #WSU-931209]: LDM 6.9.7 registry build error

The file "make.out" contained the following:

Couldn't ensure that registry exists in directory "/home/ldmnldn/etc" at 
./installRegistry line 33.

Odd. That should have worked.

Would you please drop into the directory "/home/ldmnldn/ldm-6.9.7/src/regutil" 
and send me the output from the command

    ./regutil -d /home/ldmnldn/etc -c

which is what caused the problem in the Perl script.
