[LDM #DMT-732960]: NEXRAD II data

As far as I know, nothing changed on Oct 11 (but I might not
know if it did).  Like I said, Steve Chiswell and others have
looked at the level-II radar data coming across the IDD since
October 11th and not seen any problems.
