[LDM #XOO-640616]: ldmd.conf primary/alt config

You should do what we do here: get NNEXRAD data-products from both
a local NOAAPORT receiver and from another site:

> request NNEXRAD       ".*"    noaaport.plymouth.edu
> request NNEXRAD       ".*"    idd.cise-nsf.gov

Traffic on the connection with idd.cise-nsf.gov should be
negligible.
