Hi Michael,
There is no restriction on where you run the LDM, only the physical
limitations of bandwidth.
There ARE limitations on WHO can get data via the LDM. The LDM is a stand
alone piece of software and can be run by anyone who wants to run it,
however if you want data to be fed to you, via the IDD, then you must be a
research institute or education facility. Yes, lightning data is available
via the IDD/LDM but again the same restrictions are in place.
