20031024: pqact.conf with errors?

For some reason it is calculating that the error should be in line 152
which obviously doesn't exist on your system.  This is an error in
the logic that tries to tell  you the line number of the problem, but
nonetheless, you have an error in your pqact.conf file that you need
to find and fix.
