Did you stop and re-start the LDM after the changes...

What does a notifyme -vl - -h atm.geo.nsf.gov return?

All else looks good, do not forget it must be tab delimited in pqact.conf,
and you may want to try running:

ldmadmin pqactcheck 

(from command line as ldm)

to check for syntax errors in your pqact.conf file
