Thelma transition

Hello LDM community,

Unidata Program Center is making the transition to a "new" thelma.

This will occur between 17:30 GMT -> 18:00 GMT.

No need to reconfigure any requests or allows, this should be seamless and
transparent to all users. If you experience any problems or have any
