Athough a few things have changed in pqing since 5.0.9, I don't think anything has changed since then regarding when the PIL is used. In looking at the code I see an undocumented option - the -i option to pqing. The code sets a variable, 'usePil', and if the -i (for ignore??) option is invoked 'usePil' is set to false. Is your upstream site invoking pqing the same as always? i.e., were they possibly invoking it with -i before and have forgotten to include it again after the upgrade? Either way, have them try using the -i option and see if that provides what you want. Please let me know what happens. Thanks!
