Regarding this problem: unio_open is a routine used by pqact presumably to open files. I'm not positive about what the problem is. I assume you've checked that the permissions in the appropriate directories are set properly. I see you have a double slash in your path. Did you intend to have some value in between the two slashes that isn't being resolved properly? Although a double slash is not a problem from the command line on my own machine, maybe it's a problem within pqact on your machine. I would try replacing that with something appropriate.
