I looked up the topology and latency for cirrus:

sunset.meteor.wisc.edu 0.6 Minutes
      sgigift10.meteor.wisc.edu unknown
      pibal.meteor.wisc.edu unknown
      findeisen.earth.uni.edu unknown
      cirrus.lsc.vsc.edu 34.6 Minutes
        io.sca.uqam.ca 40.9 Minutes


It looks like cirrus is running behind 34.6 minutes so it's probably
having a hard time sending data to io. How about requesting the HDS data
only from data2 (failover node ) instead, see if that helps.
