Celia,
I don't know what you directory configuration is but why don't you use the
flags for the queue and directory, etc so pqsurf doesn't have to use the
defaults. Look at the man page:
http://www.unidata.ucar.edu/cgi-bin/man-cgi?pqsurf+1
I ran pqsurf on our system here, it's working fine.
