David, Here's a couple suggestions from a site ingesting AFOS. If you don't know some of the answers, it might be trial and error, ie trying to find the correct baud rate. The host.allow looks ok, do you have a firewall in place blocking telnet? I don't think rebooting the machine is going to help because host.allow is read for each connection.
