[IDV #AHH-485469]: Galvez-Davison Index formula

Hi Patrick,

The GDI formula is in the Grids diagnostic system library. See the attached 
images.
You call this formula from Formulas > Grids > Define a grid diagnostic, and 
select a display type. When the widow popup,
enter GalvezDavisonIndex(temp, rh) and go on....
