Hi Cody,
The problem is the top of the vertical scale of is set to be on 16km and your
display is above
this, this is why the basemaps cannot move higher. You can increase the
vertical scale
(leftside tool bar) to 20km or more.

I don't understand this problem, probably something related to the dark mode.
Could you try
to use the normal mode to see if the problem exists.
By the way, I will send out an announcement soon to upgrade to 6.1u1 for a major
bug fix release. Your bundle will not be working as expected in the current 6.1
release due
to the TDS server url changed.
