[IDV #WRC-369508]: scale factor from .ncml is applied twice during .zidv save

Hi Brian,

I checked the dataset

dods://goldsmr5.gesdisc.eosdis.nasa.gov/dods/M2I3NPASM

you probably don't need to use the ncml to modify the unit and scale factor, 
the IDV can take
the original unit without any problem. See the attached bundle.
