So you will not be able to load an image file directly. However, if the image is in lat/lon projection you can use ximg format as following: <image url="SatelliteImage.gif" name="Satellite Image" ullat="39.98890" ullon="-105.22782" lrlat="39.98755" lrlon="-105.22548"/> those lat/lon are associated with your gif image.
