[IDV #JWC-587009]: Change to 80km GFS precip field?

I remember Sean mentioned this change a while ago, it is the change of the GFS 
data. I have the same problem with 
the coverage type, it is more difficult to deal with the best time-series data.

Maybe the solution is to add a derived function to deal with it.
