I am not able to connect to the url you provided.

We do have some L2  test data available and can be loaded and display in the 
IDV:

http://thredds-test.unidata.ucar.edu/thredds/catalog/satellite/goes16/GRB16/catalog.xml

load this to the catalog entry, and go from there.
