It is not CF complaint netcdf file. You need to install a plugin to be able to load and view the this kind of dataset. First, you need to install the nightly release of the IDV which is version 5.4u1. Then, install the GLM_L2 plugin under Tools > Plugins Manager, Miscellaneous > GLM_L2.jar. After the installation, there are three new datasource type related to the GLM data (group. event, and flash), you need to specify which one you want to view when loading the GLM data.
