[IDV #WUE-396619]: some webcams not updating

I am still looking into this. I thought it was the usual problem of out-of-date
URLs (there is that problem too). But for some reason a handful of webcams
stopped updating on that June date. It is the actual file is that is not getting
updated. The URL appears to be fine. I believe I have ruled out permissions
problems on the web host and cannot reproduce the problem locally.  I'll keep
digging into next week.

I may also revamp the way this is done so that I do not always have rely on Mike
and Jen's intervention (these files/scripts and even the logs are permission 
protected).
Also it would be nice if this were run out of version control such that you 
could
submit pull requests when webcams got out of date, and it would be incorporated 
automatically, again avoid manual intervention and streamlining the process.
