[IDV #WFU-786555]: ATCF file from NCDC does not load in IDV

Paul,
    If you install tomorrow's nightly release earlier tomorrow morning, you 
should be able to load Allstorms.ibtracs_wmo.v03r05.atcf. But, you need to 
separate each storm in different files since there is no ancillary data to 
categorize these storms.
