[IDV #MZM-666774]: Show View menu bar

Dave,

I'll have to ask Yuan, but as far as I can tell the answer is apparently no. As 
a workaround save the bundle, edit the xidv bundle file in a text editor and 
search for "Top Bar Visible". You'll find it in two places. Change the value 
from "false" to "true" in both places. Save the xidv file. Load up the bundle 
and you should have the bar back.
