[IDV #UBE-372940]: Date selector missing for archive datasets with timedriver

Don,

    I added the icon to change dates in the middle using the  
GuiUtils.leftCenterRight(absTimesLbl,absoluteExtra, tDriver).
Let me know if you see any strange behavior.
