[IDV #VUB-270565]: can not open local ATCF storm file

Hi Chunhua,

The IDV can be used to loaded the local ATCF dataset. The problem in your case 
is that the rtf file pointing a text file and you didn't have this txt file 
named storm_list.txt. You need to download more data.
