[IDV #YMM-469144]: WMS display of transparent image produces white background

   Now the ball back to the IDV court, thanks to Don. ;)

I think I know the answer, and will check in a fix soon.

   Can I make a suggestion here? If the requesturl can be changed to include 
the transparent=true
