[IDV #GOH-392976]: support

Hi Cahyo.

It simply appears like the IDV does not have write permission in 
C:\Users\user\.unidata\idv\DefaultIdv\plugins\

Or perhaps that directory does not exist. A user named "user" looks suspicious 
to me.
