Hmmm... It is difficult for me to debug this problem remotely so, if possible,
try a couple of experiments.
#1 Run the env command both as regular and root user. Are there differences in
the Unix environments that stand out?
#2 You mention that 2.9u1 did not have this issue. As a control experiment,
please run the installer for 2.9u1
(http://www.unidata.ucar.edu/downloads/idv/2_9u1/index.jsp). Do you still see
the problem?
