[IDV #ZZT-264007]: streamline plan view

Jonathan,
       I notice the IDV you are running is a bit old, you need to consider to 
install a latest release which is 2.9, I am not sure if the problem already 
resolved in the past few releases, but you can try it. Otherwise, I need you to 
upload you point data here:

http://motherlode.ucar.edu/repository/alias/idvupload


I will reproduce it locally to figure out the problem.
