Hi Lu,

Are you running the IDV with any arguments (like -userpath)?

For some reason the IDV thinks the user directory (where it writes things to) 
is located at:
C:/Documents and Settings/User/tmp/nj22

It normally would be something like:
C:/Documents and Settings/User/.unidata/idv/DefaultIdv
