[IDV #RUL-422256]: Changing display properties in Transect View

It looks like an undocked control window that hasn't been painted properly.  If 
you right click on the control label (blue) in the Legend and select the 
View->Dock in Dashboard menu, does the window disappear and do you end up with 
a control in the Dashboard?
