Hi,

It looks like your IDV session could not read a local cache directory.
Can you check if the cache directory exists and if you can read and write files 
to it.
On windows it should be:
C:/Documents and Settings/<your user account>/.unidata/idv/DefaultIdv/tmp/nj22
