[IDV #VCK-564839]: Does IDV support filled polygon drawing?

We used to have this in the drawing control but we took it out because of 
occasional problems when trying to fill arbitrary polygons (which we do by 
creating lots of triangles).

After playing around with this I have put this feature back. It works better 
with the straight edge polygon.

This will be in tonight's build.
