Hi,
Perhaps the server was momentarily down or perhaps it is  a firewall issue on 
your end. Can you access the url:
http://motherlode.ucar.edu:8080/thredds/dodsC/casestudies/idvtest/grids/small_ruc_grid.nc.das
from a web browser?

If not then its probably a firewall issue on your end. If you can then try 
loading the example grid bundle in the IDV.
