[IDV #MPJ-383064]: plugin

This looks like a network problem. I am not having any problems accessing that 
plugin file.

If you have this problem again in the IDV try loading the URL in a web browser 
to see if its a network issue: 
http://www.unidata.ucar.edu/software/idv/plugins/tcidv.jar
