[IDV #AGO-697570]: Editing the times on a display

Rich,
Don just pointed out that the Edit-Change parameter route ends up resetting the 
color tables, contour info, etc on the display.

I have just fixed this so it doesn't reset things if the newly selected 
parameter is the same as the previously display parameter.
