[IDV #KXT-811012]: WMS NASA Plate boundaries plot error

It turns out we used to respect the fixed width/height but that got lost in 
some debugging. 
Also, we never did pay attention to the allowSubsets flag. We do now.

These fixes will be in tonight's nightly build.
