[IDV #TPP-452920]: I/O API Support for Mercator Projections

We do not use the I/O API library per-se.  The parser was based on
some work by someone working for the EPA.  In this case, it is
failing on the projection.  The file you send was a Stereographic
projection (GDTYP=4).

We've been discussing improving I/O API support with the developer
of the library.  For now, I put in a quick fix which is available
in the nightly build.  I'm not sure it correctly handles everything
but give it a try and let me know what problems you see.
