[IDV #BJH-597717]: Level III radar data from a file

Mark,
       You can open a nids product with Nexrad level2 local chooser, or you can 
specify the data type as Nexrad radar files. The library of opening the nids 
files can open most nids products from our IDD stream. I am working on adding 
more nids products into out netCDF library, and it will be available soon.
