The data are available in GRIB 1 & 2 formats on the CONDUIT feed. You can see the header information for pqact at: http://www.unidata.ucar.edu/data/conduit/ldm_idd/index.html which should allow you to pare down what you get. Grid 3 is 1x1 degree (GRIB1) and Grid4 (.5 degree) is in GRIB 2.
