[IDV #BZN-436018]: IDV - Error connection

Have you ever successfully accessed adde data from the IDV? If not then this 
might
be a firewall issue on your end.  If so see the FAQ item:

If you have been successful in the past maybe this was a transient network
and/or server problem. The above server seems to be ok now.
